Roy A. Swift, Ph.D., OTR, FAOTA, is the Program Director for Personnel Certifier Accreditation of the American National Standards Institute. From 1993-1998 he was executive director of the National Board for Certification in Occupational Therapy (NBCOT). The appointment followed a 28 year career in the United States Army Medical Department. In his last position, he was Chief of the Army Medical Specialist Corps with policy responsibility for Army occupational therapists, physical therapists, dieticians and physician assistants throughout the world.
He has served on many national committees with the American Occupational Therapy Association, Council on Licensure, Enforcement and Regulation (CLEAR) and the National Organization for Competency Assurance (NOCA). He has also chaired the Assembly of Review Committee of the former Council on Allied Health Education and Accreditation of the American Medical Association.
Dr. Swift currently serves on the Board of Directors of the Council on Licensure, Enforcement and Regulation (CLEAR), and is the past chair of the Training and Development Subcommittee responsible for Board Member Training. He has served on the Board of Directors of the National Organization for Competency Assurance (NOCA), and recently chaired a National Commission for Certifying Agencies (NCCA) task force on Assessment Mechanisms that will provide input into the revision of the NCCA Standards for Accrediting Certification Agencies. His educational preparation includes a B.S. in Occupational Therapy from the University of Kansas, an M.S. from the University of Southern California, and a Ph.D. in Continuing and Vocational Education from the University of Wisconsin-Madison.
