DEMONSTRATING CURRENT COMPETENCE HOW TO MEASURE PRACTITIONER PERFORMANCE A CASE STUDY

Both licensing boards and voluntary certification bodies are moving beyond mandatory continuing education and looking at requiring actual demonstrations of current competence as a condition of re-licensure or re-certification. We know how to measure whether an individual knows the necessary material, but we are less certain about how to measure performance to assess whether practitioners put their knowledge to use in everyday practice. A national testing company has developed a program designed to measure practitioner performance. That program was described in detail during this webinar.

Lawrence J. Fabrey is Senior Vice President for Psychometrics at Applied Measurement Professionals, a full-service testing company located in suburban Kansas City. He is the program director for nursing specialty and health care related certification programs, as well as real estate licensing programs. Previously, he was the Director of Measurement Services for the American Nurses' Association, and held various positions with the National Board of Medical Examiners. He served for six years as a voting psychometrician for the National Commission for Certifying Agencies (NCCA), with three years as the Chairperson.

Dr. Fabrey holds an M.S. and a Ph.D. in Educational Psychology from The Pennsylvania State University, with an emphasis in Measurement, Statistics, and Human Learning. His baccalaureate degree is in Psychology from Grove City College.
