Outreach to the Public: Part Two Building a Broadly Based Rulemaking Record

In the first of these Webinars on outreach to the public, speakers explored strategies for teaching the public about licensing boards and how they work. The next challenge is to encourage members of the public to actually become engaged with the board volunteering or nominating others for public member positions, attending board meetings and speaking up during the public comment periods, presenting testimony during rulemaking proceedings, stimulating the involvement of community and advocacy organizations.

At this Webinar, an experienced regulator spoke about things boards can do to get the public involved, in particular community based organizations that reflect the demographics of the state.

Ron Joseph, Consultant

Ron Joseph currently owns and manages a private consulting firm, with a primary focus on government agencies and programs and with the private sector partners with which they do business.

He recently served as the Principal Investigator for Strengthening the Communitys Voice on Californias Health Care Licensing Boards, a project conceived by the Citizen Advocacy Center and funded by The California Endowment which was designed to promote communication between Californias diverse communities and the regulatory boards that oversee health care delivery. It is a combination of experiences with this project and his own public career as a regulator, that have formed many of his opinions about the opportunity for regulatory bodies to extend their influence in providing the publics health care needs.

Prior to embarking on a career in consulting, Mr. Joseph worked for 33 years in California State Government, which included experience in a variety of program areas. His final assignment was in the position of Director of the California Department of General Services, the State agency that is responsible for centralized business operations.

Mr. Josephs previous positions included service as the Executive Director of the Medical Board of California responsible for the oversight of Californias 125,000 licensed physicians and surgeons; as Chief Deputy Director of the California Department of Health Services overseeing the States public health and medical services programs; and as Assistant Chief Executive Officer of the California State Teachers Retirement System where he was responsible for administration, program design and actuarial services.

Mr. Joseph currently holds an appointment to the California Health Facilities Finance Authority.
