Continuing Competence: An Assessment of Self-Assessment

There is a growing consensus that the bedrock of a sound continuing competence program is an individualized assessment of a professionals strengths, weaknesses and learning needs as the basis for choosing the appropriate professional development activities. Self-assessment (as opposed to third-party assessment) is the dominant method currently in use by both licensing and certification boards. This is true despite considerable research that questions the validity and reliability of self-assessment.

Catherine Yarrow is the Registrar & Executive Director of the College of Psychologists of Ontario, the provincial regulatory body for the profession.

Dr. Yarrow is a former President of the Association of State and Provincial Psychology Boards (ASPPB) and of the Federation of Health Regulatory Colleges of Ontario. She is a Fellow of ASPPB and of the Canadian Psychological Association and is a recipient of the Barbara Wand Award from the Ontario Psychological Association and the Norma P. Simon Award from ASPPB.

Dr. Yarrows interests include professional mobility, professional ethics and competencies for professional practice. She is a member of the ASPPB Task Force on Maintenance of Competence and Licensure, which has reviewed the continuing professional development literature and drafted proposed guidelines for continuing professional development.
